Speaking at a conference in Tel Aviv University on the use of Electro-optics on the future battlefield Halamish said that sometimes luck plays more of a factor when facing the Kassam than Israel's military capabilities. "This is a close threat that has an impact on the home front as well as the national morale," Halamish said. "Our ability to deal with this threat is difficult, becoming almost impossible in certain places."

Halamish said that Iran and Syria were transferring know-how to the Palestinian terrorists in the Gaza Strip and that the characteristics of warfare in Gaza today were similar to those used against the IDF by the Hizbullah in Lebanon and against American troops in Iraq. Halamish said that the use of rockets by terror groups was due to their understanding their ground forces are limited in their capabilities.

We all reach for the automatic remedies. Lock them up. Zero tolerance. Build more prisons. Crack down on thugs. And I am certainly not saying that our instincts are wrong. We need to get more police out on the street, and we need to end the combination of bureaucracy and political correctness that keeps police filling in forms when they could be on patrol and reassuring the public. We need to end the appalling rowdiness on the buses and we need people to feel safe on the platforms of railway stations.

BUT WE ALSO NEED TO RECOGNISE THAT WE ARE DEALING WITH THE CONSEQUENCES OF VAST SOCIAL CHANGE - and that we cannot rely on law and order alone. Before these kids start killing each other, we can save time, and money, and lives if we get to the heart of the problem. THESE CHILDREN ARE GROWING UP WITHOUT BOUNDARIES. THEY HAVE NO RESPECT FOR ADULTS BECAUSE THEY HAVE NEVER BEEN TAUGHT ANY SUCH THING.

In some cases, they will be full of THE RAGE OF TEENAGE MALES WHO NEVER HAD A FATHER, and who find themselves teased about the relationships subsequently formed by their mothers. They are sucked into gangs, into crime, and they help to degrade the quality of life for millions of people who yearn for the streets to be safe, and who have become nervous of children in a way that was unthinkable 20 or 30 years ago.

THEY NEED PEOPLE WHO CAN TALK STRAIGHT TO THEM, AND GIVE THEM A SENSE OF RIGHT AND WRONG, AND AMBITION AND CONFIDENCE. That is a hard task. The schools can't cope. Think of the advantages to our society if we can start to get this right. Think how much more wonderful London and every other British city would be, if we could restore security to the streets.

Unless people feel safe on the streets of an urban area, they won't open shops there, and they won't locate their businesses there, and they won't buy houses there, and they won't send their children to the local school - and so the inequalities are deepened. We must tackle this problem, and, as Mayor of London, it will be my number one priority. I will encourage and support groups such as "Kids Company," AND I WILL DO SO IN A WAY THAT IS RUTHLESSLY POLITICALLY INCORRECT.

Denise Mafi, a nine-year veteran of homeschooling, has confirmed to WND she and her children packed up their essentials - clothes and homeschool materials - and fled Utah over the weekend, spending more than 50 hours on a bus trip to another undisclosed part of the country.

There she has obtained an empty home, and is spending the Christmas break trying to find beds for her children and herself, and after the New Year, will involve the children in a local homeschooling process. Her home, furniture and other possessions are left behind in Utah "I'm not going back unless the judge removes the threat of arrest," she said. "I'll fight for the cause but I'm not going to be a martyr."

At issue are the threats issued by Judge Scott Johansen, who serves in the juvenile division of the state's 7th Judicial District, which threw out the agreement Mafi thought would resolve the charges. She has reported that Johansen told her homeschooling fails 100 percent of the time and he would not allow it.

As for the scenes that depicted snow falling in Bethlehem, the Archbishop said the chance of this was "very unlikely".

In a final blow to the traditional nativity story, Dr Williams concluded that Jesus was probably not born in December at all. He said: "Christmas was when it was because it fitted well with the winter festival."

"We are no longer citizens of the United States of America and all those who live in the five-state area that encompasses our country are free to join us," long-time Indian rights activist Russell Means told a handful of reporters and a delegation from the Bolivian embassy, gathered in a church in a run-down neighborhood of Washington for a news conference.

A delegation of Lakota leaders delivered a message to the State Department on Monday, announcing they were unilaterally withdrawing from treaties they signed with the federal government of the United States, some of them more than 150 years old. They also visited the Bolivian, Chilean, South African and Venezuelan embassies, and will continue on their diplomatic mission and take it overseas in the coming weeks and months, they told the news conference.

Lakota country includes parts of the states of Nebraska, South Dakota, North Dakota, Montana and Wyoming. The new country would issue its own passports and driving licences, and living there would be tax-free -- provided residents renounce their US citizenship, Means said. The treaties signed with the United States are merely "worthless words on worthless paper," the Lakota freedom activists say on their website.

The treaties have been "repeatedly violated in order to steal our culture, our land and our ability to maintain our way of life," the reborn freedom movement says. Withdrawing from the treaties was entirely legal, Means said.
"This is according to the laws of the United States, specifically article six of the constitution," which states that treaties are the supreme law of the land, he said. "It is also within the laws on treaties passed at the Vienna Convention and put into effect by the US and the rest of the international community in 1980. We are legally within our rights to be free and independent," said Means.

The exercise is taking place between 20 and 28 December in China's Chengdu military region. India and China fought a brief but bloody border war in October 1962 over a disputed Himalayan frontier. The situation eased after the two countries signed a treaty for peace and tranquillity in 1993, agreeing to reduce troop levels on the borders.

"War games are aimed at building and promoting positive military relations, inter-operability and to undertake joint operations in counter insurgency," Indian army spokesman Brig SK Chatterjee told the Press Trust of India news agency. India and China signed an agreement on defence cooperation in May 2006 during the visit of former Indian Defence Minister Pranab Mukherjee to China.

In recent months, Indian border forces reported more and more Chinese "intrusions" across the disputed border even as Beijing stepped up its rhetoric on the disputed frontier, reiterating its claims to the northeast Indian state of Arunachal Pradesh.

Analysts say visit of Congress party chief Sonia Gandhi to China last month has helped put the bilateral relations back on the right track, and China appears to be no longer objecting to the India-US nuclear deal that had initially upset it.

"If there's a state of one religion, other religions are naturally discriminated against," Latin Patriarch Michel Sabbah told reporters at the annual press conference he holds in Jerusalem before the Christian holiday. In his address, which he read in Arabic and English, Sabbah said Israel should abandon its Jewish character in favor of a "political, normal state for Christians, Muslims and Jews. This land cannot be exclusive for anyone," he said.

With his statements Wednesday, Sabbah, a longtime advocate of the Palestinian cause, waded into a debate that has marred the fledgling peace negotiations between Israelis and Palestinians. Israel has defined itself as the homeland of the Jewish people since it was established in 1948. The Palestinians, however, refuse to recognize Israel as a Jewish state, saying that would mean Palestinian refugees who lost their homes after Israel's creation would not have the right to return.

Israel opposes any return of refugees, for fear they would eventually outnumber the Jewish majority. Israeli leaders recently demanded that Palestinians recognize Israel's Jewish character as part of peace talks that got under way last week, but the Palestinians have rejected the call.

Sabbah, who has been the Latin Patriarch of Jerusalem since 1987, is the first Palestinian to hold the post and is frequently critical of Israel. According to the Jerusalem Center for Jewish-Christian Relations, there are an estimated 170,000 Christians in Israel, the West Bank and the Gaza Strip.

In a reflection of the increasing influence of Islam, figures released yesterday showed the most popular spelling of the name - Mohammed - had climbed five places to 17th in the annual list of top baby names. However, when the seven other spellings of the name are taken into account, the total comes to 6,347 babies, making it the second most popular name of the year - up from 5,936 last year.

The other spellings are Muhammad, Mohammad, Muhammed, Mohamed, Mohamad, Muhamed and Mohammod. The last national census in 2001 put the UK Muslim population at 1.6million, but this will have grown substantially in the past five years.

Religious commentators suggested the remark would inevitably colour the way he was viewed by voters, though it was not immediately clear whether his lack of belief would prove an obstacle in his efforts to restore the Lib-Dems' fortunes. Mr Clegg's readiness to declare his lack of faith sets him in contrast to the church-going Mr Cameron, not to mention Prime Minister Gordon Brown who frequently speaks of the moral lessons he learned from his minister father.

Interviewed on BBC Radio 5 Live, Mr Clegg was asked directly "Do you believe in God?" and answered with the single word: "No". That's what leading seafood producer Young's started doing last year, triggering a storm of protest from environmental campaigners. Young's scampi makes a round-trip of 17,000 miles (27,353km) They called the huge journey another example of food mile madness.

The company submitted research to the independent Carbon Trust. The conclusion was that shipping scampi to and from Thailand is no more environmentally damaging than peeling it by machine in this country. Mike Parker, deputy CEO of Young's, says the science is on their side. "What they found was that there was no difference between the two and the reason for that is simply that by moving from machine processing here in the UK to hand processing in Thailand saves a lot of energy and obviously a lot of the CO2 emissions associated with that.

"But at the same time the CO2 emissions associated with shipping to Thailand and back are actually very low." Asked if he can see why people may think the move was still "crazy" he says: "I can understand that perception but that perception is wrong."

But still some environmentalists say the fact that this food has been to Thailand and back before arriving in our shops is a classic example of food madness. "This doesn't make any sort of sense at all," says Willie Mackenzie of Greenpeace. "Sending shrimp half way round the world to send it back again is just nonsense. They cover this up and distract it by saying it's carbon neutral, but in truth this is about minimising costs and maximising profits."

Some pest controllers say they have had 30 percent more business this year, and are urging anyone worried about a rat problem to get in touch right away. Rats can damage buildings by gnawing through materials. They can also spread disease and illness. RATS ARE PROLIFIC BREEDERS AND CAN PRODUCE 2,000 OFFSPRING A YEAR.

Peter Crowden, a pest controller in the East Midlands warned: "The rats are moving into city centres where there's a ready made food supply for them from fast food restaurants to rubbish being left about. We also experience a lot of fly tipping. That doesn't help and it's great for the rat population." Disease is another major concern. Hair, droppings and urine can contaminate food and surfaces. It is estimated between 15 and 30 percent of the rat population carries the potentially deadly Weils Disease.

The creatures can cause serious damage to property by gnawing through materials and chewing through pipes and cables. Peter Crowden said: "If someone has a problem they should get professional help straight away because with the breeding cycles they can soon get established and cause a tremendous amount of damage."

At the same time, the Energy Department announced plans to consolidate the nuclear weapons complex that maintains warheads and dismantle those no longer needed, saying the current facilities need to be made more efficient and more easily secured and that the larger complex is no longer needed.

"We are reducing our nuclear weapons stockpile to the lowest level consistent with America's national security and our commitments to friends and allies," White House press secretary Dana Perino said. "A credible deterrent remains an essential part of US national security, and nuclear forces remain key to meeting emerging security challenges."

The government will not provide any numbers on the overall size of the nuclear stockpile, but there are believed to be nearly 6,000 warheads that either are deployed or in reserve. Separately, under terms of a 2002 arms control treaty with Russia, the US is committed to reducing the number of deployed warheads to between 1,700 and 2,200 by 2012.

Robert Zoellick said he welcomed the news that China, which once received grants from the World Bank's International Development Association, is now a contributor to it. That included a contribution at a recent meeting of the IDA, which provides grants and loans to the world's poorest countries.

"This is an example of China being a stakeholder in the field of development," Zoellick told a news conference at the end of a four-day visit. The undisclosed amount was a "modest but also significant step," he said. China stopped taking loans from the IDA in 1999 after having received more than US$9.9 billion, but last week was the first time it started to contribute.

Although China has fewer voting shares in the bank than some developed countries, it still has an "influential" voice, he said.

"Our broadcast is very symbolic and is only the start," said Abu Abdullah, a leader of Hamas' so-called military wing in the Gaza Strip. "In the coming years, Hamas and other organizations will be broadcasting freely from the [Mount], which will be under FULL ISLAMIC CONTROL PROTECTED BY A MUSLIM ARMY."
